I have also found the same problem with version3. Whenever the player is on offline it will run the ads that were installed during the installation. Whenever it is online then the fresh content is run. If we have installed 10 days back then the 10 days back data is run when the system is offline.Kindly checkup asap.

Is this with the Ad engine, or just normal resources?
Is it playing a different campaign? Please provide all details.
